According to Article 38 of "Guangdong Provincial Administrative Normative Documents Management Regulations", the "Interim Compensation Measures for Emergency Rescue Forces Participating in Emergency Response" (Sui Emergency Regulation [2021] No.1) has been revised without substantive content changes and reissued, with the document name changed to "Compensation Measures for Emergency Rescue Forces Participating in Emergency Response". The validity period is from April 10, 2024 to April 9, 2027.

Compensation Measures for Emergency Rescue Forces Participating in Emergency Response
Article 1 These Measures are formulated to implement General Secretary Xi Jinping's important speeches and instructions on emergency management, work safety, and disaster prevention, mitigation and relief, and to improve the compensation mechanism for emergency rescue forces participating in emergency response, in accordance with laws and regulations such as "Emergency Response Law of the People's Republic of China", "Work Safety Law of the People's Republic of China", "Regulations on Production Safety Accident Emergency Response", "Guidance of Ministry of Civil Affairs on Supporting and Guiding Social Forces to Participate in Disaster Relief Work", and "Guangdong Provincial Regulations on Promoting Social Forces to Participate in Disaster Relief".
Article 2 The emergency rescue compensation mentioned in these Measures refers to the compensation for expenses incurred by emergency rescue teams participating in the response to natural disasters and production safety accidents (hereinafter referred to as "disaster accidents").
Article 3 These Measures apply to the compensation for emergency rescue teams mobilized by municipal and district emergency management departments to participate in disaster accident response. For rescue teams providing cross-regional support for emergency response in our city, compensation shall be made with reference to these Measures.
Article 4 The emergency rescue teams mentioned in these Measures include emergency rescue teams established by enterprises and social organizations. Comprehensive fire emergency rescue teams and the performance of duties by staff of government agencies and public institutions are not subject to these Measures.
Article 5 For emergency rescue teams that have signed emergency rescue agreements with relevant departments of the local government where the disaster accident occurred, compensation shall be made according to the agreement; for emergency rescue compensation outside the scope of the agreement, these Measures shall be implemented.
Article 6 Emergency rescue compensation aims to cover emergency rescue costs, only compensating for expenses directly caused by emergency rescue, excluding non-material losses such as mental damages and indirect property losses.
Article 7 For compensation expenses of emergency rescue teams participating in disaster accident response, if laws stipulate that they shall be borne by the responsible units of the disaster accident, such provisions shall prevail. If the responsible units are unable to bear them or cannot be determined, or there are no responsible units, the emergency management departments shall coordinate solutions.
Article 8 Emergency rescue compensation includes expenses incurred by emergency rescue teams during disaster accident response, such as equipment and material depreciation, lost wages, meal allowances, accommodation fees, etc.
(1) For depreciation compensation of equipment and materials owned by emergency rescue teams, it shall be calculated at 3%-5% of the residual value, with a depreciation period of 10 years. For equipment used for more than 10 years, the residual value shall be calculated at 10% of the original value; for equipment unsuitable for depreciation calculation, it shall be calculated according to market rental standards. For leased equipment and materials, the actual rental price shall prevail. For disposable equipment and materials, it shall be calculated according to market purchase value.
(2) The lost wage compensation for emergency rescue personnel shall be based on the daily standard of Guangzhou's average social wage published by the municipal statistics department in the previous year of the incident. The daily lost wage compensation for rescue team members shall be increased by 30%-50% on this basis, and that for rescue team leaders (captains, deputy captains) and management personnel shall be increased by 50%-70%. Lost wages shall be calculated on a daily basis of 8 hours, less than 4 hours shall be calculated as half a day, and 4-8 hours shall be calculated as one day. Meal allowances and accommodation fees for continuous rescue shall be paid according to the standards of meal allowances and travel expenses of municipal party and government agencies and public institutions.
(3) Compensation expenses for fuel, chemicals and other consumables generated by rescue shall be calculated according to the actual purchase value, and non-purchased materials shall be calculated with reference to market prices.
