To standardize network training for work safety qualification examinations in our province and improve the quality of work safety practitioners, in accordance with the provincial government's "Several Policies on Promoting the Recovery and Development of Difficult Industries in the Service Sector" and "Notice on Issuing Several Policies to Promote Stable Growth of Industrial Economy", the Provincial Emergency Management Department has formulated the "Network Training Management Measures for Work Safety Qualification Examinations of Guangdong Provincial Emergency Management Department", which has been reviewed and approved by the Provincial Department of Justice. It is now issued to you for serious implementation.

Network Training Management Measures for Work Safety Qualification Examinations of Guangdong Provincial Emergency Management Department

Chapter I General Provisions

Article 1 These Measures are formulated to standardize network training for work safety qualification examinations in our province and improve the quality of work safety practitioners, in accordance with laws, regulations and rules such as the "Work Safety Law of the People's Republic of China", "Work Safety Training Management Measures" and "Guangdong Provincial Work Safety Regulations".

Article 2 The work safety qualification examinations mentioned in these Measures refer to the assessment of work safety knowledge and management capabilities for principal responsible persons and work safety management personnel of units producing, operating or storing hazardous materials as well as non-coal mines and metal smelting units (hereinafter referred to as "high-risk industry units"), and the qualification assessment of special operation personnel.

The network training mentioned in these Measures refers to a training method where trainees log in to the internet through mobile or computer terminals, use the work safety network training platform (hereinafter referred to as the "network platform") to enter virtual network classrooms, complete learning and examinations, and obtain training hours. The entities organizing the training are called network training institutions.

These Measures apply to the education, training and learning activities of work safety theoretical knowledge for employees of production and business units through network platforms within the scope of our province, as well as supervision and management work.

Emergency management departments at all levels shall implement supervision and management of network platforms and network training institutions in accordance with the provisions on safety training institutions in laws, regulations, standards and specifications.

Trainees who complete network training and necessary offline training and pass the work safety qualification examinations organized by emergency management departments may obtain corresponding work safety knowledge and management capability assessment certificates or special operation certificates.

Work safety network training for other practitioners within the scope of our province may be implemented with reference to these Measures.

Article 3 The responsibilities of the network platform construction entity are to provide system services required for network training for emergency management departments at all levels and network training institutions, including online registration, information management, course management, training management, process control, quality assessment, etc.

The responsibilities of network training institutions are to carry out network training on network platforms, including but not limited to producing or purchasing network courses, supervising learning, issuing training hour certificates, etc., and being responsible for the quality of training and the authenticity of training hour certificates issued.

Chapter II Network Platform Management

Article 4 Units that meet the basic specifications for work safety network training platforms (Annex 1) and intend to undertake network platform work shall report in writing to the emergency management bureau of the city at or above the prefecture level where they are located. The emergency management bureaus of cities at or above the prefecture level shall summarize and report in writing to the Guangdong Provincial Emergency Management Department. The Guangdong Provincial Emergency Management Department will uniformly connect the network platforms to the provincial supervision platform. Only network platforms connected to the provincial supervision platform can provide network training platform services throughout the province.

Article 5 Network platforms shall, in accordance with regulations such as the "Telecommunications Regulations of the People's Republic of China" and the "Network Security Review Measures" as well as relevant requirements of the Guangdong Provincial Emergency Management Department, do a good job in operation management, update and maintenance, technical support, information security and confidentiality, training organization, etc., continuously improve functional construction, and ensure the safety and reliability of network platforms and the convenience of online learning applications for trainees.

Article 6 Network platforms shall have scientific, sound and reasonable organizational structures and management systems, and establish unified management and coordinated operation and maintenance mechanisms to do a good job in content review, maintenance supervision and update of opened columns, etc., to ensure overall stable, healthy and orderly operation.

Article 7 Network platforms shall strictly abide by relevant regulations on internet security management, conscientiously perform security management duties, regularly inspect website servers, operating environments, etc., report problems to relevant departments in a timely manner and properly handle them to ensure the safety and stability of websites.
